Freeze - Suspends tasks

PID/A/N, UNFREEZE/S, SM=SCOUTMODE/S, V=VERBOSE/S

PID       - Process ID to freeze
UNFREEZE  - Unfreeze a frozen process
SCOUTMODE - Enable legacy compatibilty to freeze and unfreeze with Scout
VERBOSE   - Shows error messages and results of operations
